Study On The Stakeholders Of Essential Drugs Medicines

On August18,2009, our country promulgated the "Opinions on the establishment of national essential drug system," proposed programmatic opinions including all aspects of the essential drugs system. Followed by a year’s time, on the essential drug list selection, bidding, price monitoring, production and distribution, quality assurance, reimbursement compensation system evaluation, etc. corresponding policies have also been introduced. On December9,2009, Sichuan established the national Association for essential drugs, and in the same time implemented basic drugs system, and promulgated the "Implementation Opinions about national essential drug system in Sichuan Province." Accordingly, in order to ensure the smooth implementation of the basic drug system, also in Sichuan Province-based drug selection, bidding, price monitoring, so following with part of the introduction of a series of policies.In this study, putting Sichuan Province as my study example, describes, in the process of performing basic medicine system, the stakeholders from the perspective of policy implementation and reaction. Stakeholders who I selected drug manufacturers, grassroots medical institutions and patients as the study object, focusing on the analysis and evaluation of the three types of stakeholders, and policy recommendations on this basis.This paper first discusses the purpose, significance, the background research and the basic drug system, as well makes the basic drug system research literature review done, both domestic and foreign literature. The second chapter describes the evolution of policy implementation theory, policy enforcement system model of the classical theory and policy implementation in this article needed to be applied. The third chapter discusses the concepts and basic medicine system development and evolution, as well as the implementation of the relevant circumstances, Sichuan Province, the basic drug system. Then, from an empirical point of view, analyzes the process of the implementation of the basic drug system, the drug manufacturer, grassroots medical institutions, a true reflection of the patient, as well as stakeholders in order to deal with these three basic drugs have made what action.
