In recent years,people's demand for medicare has grown rapidly,but the supply of medical resources is limited.This has led to an extreme imbalance between demand and supply,which is bound to pose a huge challenge to the medical and health industry,seriously affecting the balance of the essential medicare fund.In order to cope with this series of problems,the global budget control in essential medicare(hereinafter referred to as total control)came into being.From the perspective of public policy implementation,this paper uses the triangle theory of health policy and the theory of public policy implementation as a theoretical tool to study on policy implementation deviation of the global budget control in the Changsha City's essential medicare.Firstly,through the understanding of the status of policy implementation deviation of the global budget control in the Changsha City's essential medicare,the implementation deviations in the process of policy implementation are analyzed,and the implementation deviation is that the medical insurance agency has delay implementation,perfunctory execution of medical institutions,and The public interest appeal of the target group is missing.Secondly,through the four dimensions of policy itself,policy environment,policy implementation process and policy stakeholders,the specific reasons for the implementation deviation of the global budget control in the Changsha City's essential medicare are analyzed in detail.Finally,combined with the experience and enlightenment of the implementation of global budget in other regions and countries at home and abroad,the paper puts forward a countermeasure to improve the refined management mechanism,improve the implementation of the policy implementation information mechanism,improve the total amount negotiation mechanism,and construct an effective supervision mechanism to correct the implementation deviation of the global budget control in the Changsha City's essential medicare...
