At present, China is in the accelerating period of industrialization. Interms of natural environment, protecting the environment will minimize the cost ofenvironment, which will contribute to the positive interaction and the harmonybetween man and nature. Based on the Marxism and the ecological thought in Chinesetraditional culture, the "two-oriented society" was proposed according to theincreasing resource consumption and the environment pollution."Two-orientedsociety" covers a wide range, and has a complex construction process, a novel mode,and a sustainable development process. Building the "two-oriented society" is notonly an important part of building a harmonious socialist society and an effective wayof building a well-off society, but also a guarantee for China to carry out the strategyof sustainable development and ensure national security.On the surface, shortage of resources and serious environmental pollution lead tothe deterioration of the relationship between human and nature. However in essence,it leads to the tension between human beings. The main causes include the lack ofmature economic management system of resources and environment, the defects ofadministrative system, the situation that the social system of resources andenvironment has not been established, the lack of relative legal system of resourcesand environment and etc. These system deficiencies not only exacerbate thecontradiction between man and nature together with the contradiction between humanbeings, but also go against the construction of a harmonious society. Therefore, the system must be adjusted, improved and renewed to promote the sustainabledevelopment of nature and of human beings.
