In recent years, the virtualization technology which is the most important andcritical technology for the cloud computing is developing rapidly. In order to seize,control and consolidate the market, almost all countries think highly of it and invest alot of financial and material resources to apply for relevant patents in worldwideactively. Actually, these countries are now carrying out the patent strategy. They intentto turn those patent portfolios into the patent barriers. At present, the virtualizationtechnology industry of China is in facing severe challenges, which is directly affectedthe development of Chinese cloud computing strategy.In order to analyze the external environment and internal specific advantages anddisadvantages that the Chinese virtualization technology industry are facing with.This text selects51,316patent data between1968and2013(including2013) from81countries in worldwide as the research subjects. The statistical result shows that thevirtualization technology is still in infancy. And it will be entered into maturity stageat2023. At present, the popularity of virtualization technology market ranking insequence is United States, China, Japan, European Union and South Korea. As amatter of fact, these five countries are also major participating countries. These fivecountries occupied93%patent application in the field of virtualization technology,93%of the inventors and88%of high-quality patents. Meanwhile,they possessed allof the scale of Top20and the R&D strength of Top20enterprises. The analysis foundthat United States, China, Japan and South Korea paid more attention in their ownmarket. However, the European Union attached more importance to the market inUnited States than in itself. The every country paid different attention to differentmarket. It affected of the patent layout strategy that every country taken. Therefore, asa result, every country has its advantages and disadvantages in different market.The research of the virtualization technology in China started later than the otherfour countries. Therefore, Chinese enterprises enter into the field of virtualizationtechnology are in its infancy stage. However, after2000, a large number and widevariety of research and development institutions actively entered into this field. Thequantity of R&D personnel, technical achievements and patent applications are allincreasing rapidly. Because of the Virtualization technology industry started relativelylate, although it developed rapidly in recently years in China, lacking of coretechnology and innovational ability is still severe problem. In a word, China’s virtualization technology industrialization is still in primary phase at present.However, the number of patent applications that China possessed ranked the second inthe whole worldFor the sake of rapid development of Chinese virtualization technology industry,there are four key elements. Firstly, we should introduce the foreign advancedtechnology, through following, learning and imitating to develop and enhance theinnovation capability of Chinese enterprises. In the meantime, in order to break patentblockade, we should take the advantages of our scale of enterprises to cooperate withthose foreigners who have superior technology. Secondly, the government shouldincrease the support strength, build leading enterprises. To do this, the governmentshould political lean the limited resources to the advantage enterprises. Thirdly,universities and research institutes should perfect their patent operational managementsystem. In one word, they should really commercialize their patents. Fourthly, thegovernment should encourage our enterprises to participate in Mergers andAcquisitions(M&A)and to prevent the abuse of intellectual property, provide properprotection level which is suitable for the situation of China.
