Accompanied by the process of urbanization, Community building is animportant issue. Especially, with the continuous development of socialtransformation and economic, political, cultural and social management, thegovernment and enterprises gradually transfer their services to the hands of thesociety and community, refining the division of labor. Community building hasthus become the core factor of improving social management and social services.However, under extensive economic growth in recent years, the damage of theecological environment has intensified disasters, causing the public’s attentionof disaster migrants."Disaster Migrants’ Community" is a new form generatedwithin this situation. In this paper,"disaster migrants’ community" discusses therebuilding and resettlement process. The new community is not only a new placeto live, but more of a new lifestyle replacing the old one. In fact, this kind ofcommunity is also a transitional form under the trend of urbanization. Thus,migrants are facing not only the changes of production and lifestyle, but moreimportantly the identity. As a result, community rebuilding is to ensure that themigrants can “settle down”“without moving back”.Using theories regarding community construction, this paper focuses thestate-society perspective. Firstly, we describe the main process of the migrants’community building, including infrastructure, environment, culture, economicdevelopment and community services. Secondly, we discuss the three mainaspects of community construction: state, market and society including theirforms, logic of action, function as well as interaction. Finally, using interviewsand data we analyze the effect and problems of community building.we summarize the success based on our survey: the high utilization ofcommunity resources, community organizations sound system, elite communitymanagement, the vigorous community culture. Meanwhile we also find someproblems such as poor allocation of resources, too much bureaucratic procedures, lack of administrative expertise as well as low public awareness of communityconstruction.Based on the findings we suggest that Research on immigrant communitybuilding, one can see that the power of the state and society to weigh inManagement from the grassroots community interaction between the mainbuilding; on the other hand can also be found migrants themselves participate inthe process of community building through field visits situations and roleschange. Through the process of building the immigrant community participationin economic activities, cultural events, interviews with political activitydescription can also be projected community problems in the constructionprocess, but also can provide some reference for the future developmentdirection of immigrant communities.
