Study On The Construction Of New Rural Communities Of X Town Located In A District Of Tianjin

Under urban-rural integration environment, the urbanization rate of China has continued to rise and new rural communities has continued to emerge across the country. Since the construction model of small towns started in Tianjin in 2005,models of a series of new rural communities has continued to emerge, such as the town of Huaming. As a traditional agricultural town, X town located in A district of Tianjin has also joined the reform of the team which has been included in the planning of the fourth batch of demonstration small town construction of Tianjin.The introduction of Tianjin Administrative Commission of LandPort Logistical Equipments Industrial Park and City Fishery Industrial Park gave a powerful impetus to the construction of new rural communities in X town, so the research on the construction of new rural communities in X town has strong practical significance. This paper will analyze the problems of the new rural community construction of X town by reviewing relevant researches at home and abroad,delimiting the concepts of urbanization and community, using the methods such as literature retrieval, case analysis, interviews, data analysis with the help of a large amount of data and actual situation of construction of new rural communities of X town. The construction of new rural communities of X town have problems in community management and community construction because of the lack of government's working, village leaders' capacity and villagers' participation.According to these problems, this paper proposes to build a service-oriented party organization, strengthen the construction of the contingent of village cadres, build a independent collective economic organization to improve the service ability of the village cadres; proposes to speed up the adjustment of industrial structure, increase the planning and construction efforts, improve the ability of policy making to play the role of government; proposes to emphasize the subject status of villagers by improving the treatment of villagers, strengthening the participation of villagers,enhancing the quality of villagers to mobilize the participation enthusiasm of villagers; proposes to introduce the non-profit organizations, build a win-win situation to solve the problems of the construction of new rural communities of X town located in A district of Tianjin.
