The Study On The Community Management Of Singapore

Community management(CM) as a global and comprehensive work in the country's construction of the theory and practice areas are being more and more concern and attention. The type and experience of CM in Singapore which country is similar with China in historical tradition, culture background, and system structure, is meaningful for china's community construction and management. Specially the community managing organization, function, thoughts are so distinguishing and they are worth for us to learn and study. This article stems from "the reduction to cutting of entrance, strengthens pointed" the research goal, Singapore's urban community will decide as the object of study.The paper bare bone is: The first part, introduction. we study the development thought and background of community in Singapore, expound the managing pattern and function of traditional community organization at the beginning of the community construction in Singapore. We pay our most concentration on the serial economical, political and cultural factors which are meaningful for the development of Singapore community, and then we conclude that Singapore community has its typical characteristic of the modern city community. In second part, we make a comparing study on the three types of international CM, and inquire into the present situation, the circumstance, the model and the developing direction of the Singapore CM. Third, we make a comprehensive profound study on the management structure, organizational system, function and managing pattern of Singapore CM. In last part, we study the administrative reformation, CM, democratic construction and grassroots unit administration in China, and expound the meaning of the practice of CM in Singapore for China's CM.It is a systematical study of the CM in Singapore. We make an overall study on the traditional background, political economic, spiritual culture of CM in Singapore. And then we put our most concentration on the analysis of the organizational structure, administrative structure, policy and guideline, grassroots unit administration, humanity thoughts, managing feature. Especially, we put the analysis and study of CM into the administrative ecology which is consists of the politic, economic, society, culture etc. in Singapore; we study the difference of the CM at the contemporary age and the old age in Singapore, we make a comparing study of the CM in Singapore and China, and make a further study on the community resident autonomy which is correlated closely with CM of Singapore. In the article, we also apply the theories of sociology, politics, administration, history etc. in our study. We also apply the way of literature search, inductive and deductive method, ecology analysis, sociology analysis, comparative method in order to make our study more meaningful and useful in CM practice.We have made some new attempt in the study. We first find the managing feature of CM in Singapore through the process of change and development of CM in Singapore; And we study the administrative condition of CM in Singapore by the Singapore's CM system.; We can first learn and sublate the experience of CM in Singapore, and then find a harmonious way in the construction of CM in China. Through research, we believe that Singapore communities through institutional innovation and democratic participation in management, the people reached a basic management, and independent management, integration of management and network management requirements, and successful implementation of the government-led and community autonomy organically combined.
