In2008, the “Opinions about establishing long-term effective mechanism of hiringcollege graduates to work as the village official” was issued by the organization department ofthe central committee of the CPC which means that the organization department of the centralcommittee and other government department engage the university graduates to work in thevillage as village officials. The university graduate is the valuable resources of the wholesociety and the government comprehensively promotes the policy of university-graduatevillage officer indicates the government makes full use of the university graduates.The policy of university-graduate village officer is the government selects a certainnumber of university graduates which had the college degree or above to work in the ruralgrassroots. While the position of these village officials was party branch secretary of thevillage, the assistant director of the village committee, or other duties in the villagecommittees. Strengthening the Party’s leadership and improving the construction of the ruralarea cadres are the main aims of this policy. During the appliance of the policy, it alsoprovides political security to accelerate the construction of the socialism new countryside,impulse the urban and rural development, comprehensively implement the scientific conceptof development and also the comprehensive construction well-off society.However, the working enthusiasm of the university-graduate student village official waslow, but the turnover rate is very high and further employment rate before expiration was alsolow. The influence factors not only include the village official’s personal reasons but also theconstruction of the incentive mechanism system. In fact, the imperfect incentive mechanismwas the main factor of the weak college students’ village officials’ work positiveinitiative.This research aimed at solves the problems in the incentive management ofuniversity-graduate student village official. Based on the definition of the incentive, ERGtheory and other incentive mechanisms were reviewed. While the enlightenment andreferential significance of the incentive theory to university-graduate student village officialwas analyzed. On the basis of ERG theoretical analysis, this article focused on the multi-level needs of university-graduate student village official. The main factors of college students’village officials work enthusiasm and the main cause of liquidity were studies by the methodof the questionnaire survey. We collected a certain amount of target samples, and used thestatistical analysis software to make a detail analysis of the dimensions which were related tothe incentive mechanism. The purposes of analysis were to make out the main impact factorof university student village official incentive.To reestablish the incentive management ofuniversity-graduate student village official, we should obey the contribution portion of thefactors and also consider the actual situation. During the implementation of incentivemechanisms, we should adhere to the principles of fairness, effectiveness and competitive.With the guidance of ERG theory, we reestablish the incentive mechanism of university-graduate student village official combing the actual analysis results. The construction ofincentive mechanism should consider the wage compensation, guarantee mechanism,assessment-promotion mechanism, selection-employment mechanism, exit mechanism andcultivation mechanism.To bring the positivity and initiative of the university-graduate student village official, wereestablish the incentive mechanism and hope the university-graduate student village officialwould play an important role in the rural work.
