Under the background of primarily achievement of Socialist Legal System with Chinese characteristics, the major contradiction of legislation is not the law completion any longer, but is whether the law can solve actual problem. In4th Plenary Session of the11th Plenary Session of the Communist Party of China, it will come up with a series of requirement to scientific legislation and make signification decision. According to the requirement of cost-benefit analysis on economic legislation in Outline for Promoting Law-based Administration in An All-round Way, the essay gives an analysis to the background, significance, definition and characteristic of this project. Meanwhile, it brings out the suggestion of building cost-benefit analysis system on economic legislation and drafts its measures for implementation by researching the related experience so as to introducing this system to our legislative process.It is considered that, cost-benefit analysis on economic legislation, which has the characteristic of subject diversification, object specialization, scientific method, legislation control and achievement using, is a process of forecast, comparison, balance and selection of economic legislation establishment and character by using the method of relate economics, such as cost benefit and efficiency analysis. The essay raises many suggestion, for example, how to clarify cost-benefit analysis subject, object and composition scale, how to choose reasonable method, how to speed up the process establishment and how to utilize its result on the base of analyzing the theory and researching domestic and overseas status.The essay also makes a deep dive to the difficulty and deficiency of cost-benefit analysis on economic legislation, such as efficiency and value analysis, vertical and dynamic analysis, quantitative and qualitative analysis, related uncertain problems and its boundedness.
