Resettlement To Explore Participatory Project Management Theory And Practice

Since the establishment of the PRC, more than3,800large and medium-sizedreservoirs were built, which induced a displaced population of more than25million.The State Council issued the opinions on the perfection of Follow-up Support Policiesfor Large and Medium-Sized Reservoir Resettlers in2006to address problemsconcerning resettlers’ existence and development and promoting social and economicdevelopment around reservoir areas. According to the principle of combing financialcompensation and subsidization at the earlier stage with follow-up support at the laterstage, government at all levels has increased efforts on follow-up support for resettlers,and their production conditions and levels of livelihood has been improved greatly.According to incomplete statistics, total capital investment from central and provincialgovernment has reached45billion RMB Yuan, with one third of which subsidized toresettlers directly and the rest adopted a mode of project support. However, due to thelittle involvement of resettlers in project support and project construction is mainlyconducted by governments at related levels, effect of follow-up support policies isgreatly reduced. And it has become a core issue to maximize the economic and socialbenefits and increase resettlers’ income faster in follow-up support work. Therefore, it isof both important practical and theoretical value to explore and build a newmanagement mechanism for follow-up support projects, address existing problems inproject management and of resettlers’ existence and development.The main contents are as follows.(1) The existing problems of current management mode, of which the governmentbuilds follow-up support projects for resettlers, are figured out after an analysis ofmanagement situations of those projects in reservoir resettlement. Resettlers are mainbeneficiaries, and thus, the lack of their involvement will lead to inefficiency of thoseprojects; therefore, it is necessary to introduce a new project management mode andresettler participation mechanism. Then, a resettler participation mechanism in projectmanagement is built.(2) A participation mechanism in project management with resettlers’involvement as its core is built, aiming at the shortcomings of current projectmanagement mode; its concept, connotation and main features are analyzed, and its strong points are described after a comparison with current project management mode.(3) The principles of econometrics are taken to analyse the resettlers’ involvementin participation mode of project management, describe all factors behind theirparticipation, establish an assessment index system for their participation and, and, bythe using of Logistic Mode, test its scientificity and reasonability.(4) The scientificity, reasonability and adaptability of resettler participation modeof project management are verified in case analysis. And results shows that participationmode of project management can give full play of resettlers’ enthusiasm, reduceconstruction costs, increase investment return and resettlers’ satisfaction; therefore, it isof important value to increase management means in project construction and improvefollow-up policies in resettlement.
