Citizen participation is an origin and a general problem, the construction of the socialist harmonious society can not be separated from all the citizen participation, the reservoir emigrant change process is the need for more citizen participation. Research of reservoir resettlement in China problems of citizen participation in not only has theoretical and practical significance, but also has great practical significance. Taking Xiangjiaba power station as a case study, through empirical analysis in order to have actual maneuverability solution of reservoir resettlement in China countermeasures for citizen participation, government decision-making executive to provide some reference and innovation choice of administrative train of thought.Using the observation methods of literature, questionnaire and on-the-spot,in order to put forward the question--Analysis of problem-solving the train of thought of the problem is divided into six chapters. The first chapter, the problems of reservoir resettlement issues related to research, on the basis that the reservoir resettlement problems of citizen participation insufficiency, further put forward the research meaning of this article. The second chapter of citizens to participate in the survey, mainly from the survey area selection, questionnaire design and improvement of statistics and survey results of three aspects of Xiangjiaba Hydropower Station case of citizen participation in the state, as well as in the survey respondents basic situation statement. The third chapter questionnaire conclusion analysis, this chapter describes samples each age layer personnel by level of education and other aspects of information, those in the area of immigrant relocation process the main ways of acquiring information and the process of citizen participation in the main avenue. The fourth chapter Xiangjiaba power station to citizen participation in the analysis of the causes of the problems, this chapter is in the first chapter of the Xiangjiaba Hydropower Station construction process of citizen participation in the way and obtain immigration information channels on the basis of information, present at Xiangjiaba Hydropower Station on the citizen participation in the existing problems, summed up the system of individual migrant constraints and other reasons, and in detail. The fifth chapter the countermeasures to solve the problem of the question and the reason, based on the above statement put forward to perfect the citizen participation system, promote citizen participation ability, broaden the channels of public participation, solid citizen participation and so on the basis of four aspects of countermeasures. Some of the major conclusions show the Xiangjiaba Hydropower Station Construction in Suijiang County Citizens to participate in the research achievement of the problem, at the same time, this paper points out the lack of research, based on the issue of sustained attention and research.
