Analysis And Effect Evaluation Of Public Participation In Reservoir Resettlement

With the vigorous development of China’s water conservancy and hydropower industry,a large number of reservoir immigrations have been generated during the construction of water conservancy and hydropower projects.As an important part of the construction of water conservancy and hydropower projects,the success or failure of reservoir resettlement is directly related to the progress and effectiveness of projects,and the stability of the society.Therefore,whether reservoir immigrations can be properly setteled will directly determine the success or failure of projects construction.Public participation,as an important means to improve the level of public decision-making,give full play to the enthusiasm and creativity of immigrations and alleviate the contradiction of immigration,promote the steady improvement of production and living standards of immigrants,plays an indispensable role in reservoir resettlement.Based on this situation,how to make full use of public participation in reservoir resettlement to promote the proper resettlement of reservoir immigrations has become an impartant research topic.Firstly,based on the reference of theoretical results of public participation at home and abroad,the concept of public participation in reservoir resettlement is defined;Secondly,combined with the current situation of public participation in reservoir resettlement in China,the paper analyzes the methods,characteristics,influencing factors and risks of public participation in reservoir resettlement;Third,the effect evaluation index system for public participation in reservoir resettlement is constructed with the core of information acquisition,participation,problem solving and satisfaction.In the determination of index weight,considering the influence of subjective and objective factors,the combination weighting method based an maximizing deviation is adopted,in which the subjective weight value is obtained by the AHP-GEM-GH method,and the objective weight value is obtained by the BP neural network method.The relative entropy TOPSIS ranking method is used to evaluate the effect of public participation in reservoir resettlement,and the effectiveness of immigrations participation is evaluated by the entropy value.In addition,in order to verify the reliability of the evaluation model,the established evaluation index system and method are applied to the specific examples of the effect evaluation of public participation in the resettlement of the CSD Reservoir.Finally,the paper analyzes the problems existing in the process of public participation in reservoir resettlement,and puts forward corresponding countermeasures from three aspects of system construction,immigrations participation capacity building and exploration of the effectiveness of immigrations participation from multiple perspectives.Taking the public participation in reservoir resettlement as the research object,this paper analyzes and researches from different angles,and provides a research direction and idea for the practice of reservoir resettlement.
