Research On Performance Evaluation Of Financial Expenditure Of Y City Reservoir Resettlement Support Project

In recent years,financial expenditure is becoming expanded in its scale with the rapid economic development in our country,and problems such as extensive financial expenditure management and low utilization efficiency of financial funds arise in the realization of government functions,which makes it imminent to conduct performance appraisal on financial expenditure in our country.Since new China is founded,many reservoirs and hydro-power stations have been established to rationally develop and utilize water resources.Tremendous reservoir migrants were formed as a result of development and construction of reservoirs/ hydro-power stations.For various reasons associated with history,policy,economic and environment,many reservoir migrants are in poverty for too long after relocation,with production and development gravely falling behind.In order to tackle the difficulties met with by reservoir migrants as well as to help to lift those migrants out of poverty,“Comments on improvement of after-resettlement supportive policies after resettlement of large and medium-sized reservoir migrants ” was introduced by the State Council in June 2006.Based on summarizing and sorting out experience and lessons regarding reservoir migrants in the past few decades,adjustments were made on supportive policies of financial expenditure after resettlement,and a new round of after-resettlement supportive policy system was developed,wherein implementation,monitoring,and assessment of production and development-related policies were to be established gradually.Thus,scientific appraisal on the implementation of after-resettlement financial expenditure projects for reservoir migrants is becoming crucial and fundamental work with respect to after-resettlement support of migrants' production and development.Therefore,based on theories related with financial expenditure performance appraisal,following procedures of financial expenditure project performance appraisal,and in line with economics,efficiency,equity,as well as sustainability principles,my dissertation revolves around performance appraisal on the project by setting “funds of support for migrants' production and development”(Y City)project as a case.Analysis on achievements and drawbacks during the implementation of“procurement and fruit(tree)fund supply project”(hereafter referred to as “seeding project”)was carried out and summarized,and related policy and advice were proposed.It therefore can serve as a model for performance appraisal of financialexpenditure project in the future for our country,and provide evidence for further improvement on delicacy management of government financial funds,on utilization efficiency of financial funds,as well as on people's recognition and trust of government financial expenditure.
