Land is a survival and development vector of human. Because land resources are scarcityand non-renewable, land management has become an important part of government’s publicmanagement. Regulation of illegal land use becomes an important section of landmanagement. In recent years, with fast urbanization process and increasing demand of land bygovernments at all levels and other market players, more and more illegal utilization of landhas arisen, especially in the rural-urban fringe of developed cities. The rural collectives havebecome the main illegal land users, which has turn to a critical focus area in the publicadministration. In this paper, we selected A city, Jiangmen city, Guangdong Province as anobject, and used literature research, case studies, research and analysis methods and so on, onthe basis of public governance theory,rational choice theory, systematic transitional theoryand stakeholder theory. First, we obtained the situations and features of illegal utilization ofland by rural collectives in A city, and the current status and problems of the governance ofvillage collective land illegal use in A city; Second, on the basics of these, we studied therelationship changes between the stakeholders of land as institutions such as landmanagement system, rural governance system and Government financial system change,analyzed the resulting conflicts of interest of rural collectives in specific system, and deeplyanalyzed the incentives of rural collectives’illegal land use in A city; Then, we learned fromthe experience of practice of the governance of village collective land illegal use in foreigncountries; At last, according to the facts of the land management systems in our country、illegal utilization of land by rural collectives in A city, on the basis of in reference to domesticurban cities governance experience about illegal land use,extended from national levels to thelocal level to raise proposals and suggestions, for the purpose of being helpful for governmentin land management practice.
