Study On Issues Of Administrative Systems In Heilongjiang Reclamation Areas

China is a large agricultural nation. Agriculture is very important in thiscountry. On the agricultural front as the "national team" and the "main force",Heilongjiang reclamation areas since its establishment in1947, has undertakenthe critical mission of the development of modern agriculture and ensuring thenational grain security. At present, it has become the most important commoditygrain base and strategic reserve grain base which is the largest scale cultivatedland, the most modern and highest and the strongest comprehensive productioncapacity.With more than60years of development and construction of Beidahuang,its administrative systems have also constantly been adjusted and changed. Thereare some certain limits in its current systems on ensuring the modern and grandagriculture and leading the local agriculture and the rural areas development, italso could not meet the need of the reality of the reform and development,especially it could not get with the important instruction on the activedevelopment of modern and grand agriculture in Heilongjiang reclamation areasmade by Hu Jintao. In the new period, how to make the administrative systemsfor the needs of reclamation areas development has become the major issuerelating to the whole situation. Therefore, the issues on the administrativesystems in the reclamation areas in this dissertation have extremely importantpractical significance.On the basis of research on the reclamation areas of the whole nation,especially on the special investigation and research of administrative systems inHeilongjiang reclamation areas, the research is conducted by comprehensiveusage and standardizing research methods, putting theories into the practice, andanalysis and comparison methods. By recalling and reviewing the administrativesystems of Heilongjiang reclamation areas in the past years, the various reformexploration and concrete practice are concluded comprehensively, its existingreasonableness and necessity of these special administrative systems under thehistorical condition is demonstrated and discussed. The limited elements in thecurrent systems, such as non-integrated law enforcement power and the lack of the finance and tax are analyzed, and its real problems caused the developmentdifficulties in these areas are found. With the respect of the situation in thereclamation areas, for the strategic needs and its-self development reality, therelated improvement proposals on the administrative systems are put forwardedand the reform outlines are raised from its long-term development perspective.
