Case Study On Piloting Three Systems Of Administrative Law Enforcement In Jinniu District Of Chengdu

Administrative law enforcement is an important function of administrative organs,and it is one of the most closely related administrative acts with the administrative counterpart.In recent years,with the continuous promotion of the construction of the government under the rule of law,administrative organs have continuously strengthened the construction of the standardization of administrative law enforcement,and the law enforcement capacity and level have been greatly improved,but there are still non-standard phenomena in law enforcement.To this end,the fourth plenary session of the 18 th CPC central committee called for the implementation of the “Three Systems” reform in the field of administrative law enforcement,that is,the full implementation of the system of public announcement of administrative law enforcement,the system of recording the whole process of law enforcement,and the system of legal review of major law enforcement decisions.These three systems cover all key aspects of administrative law enforcement and are of great significance to promoting strict,standardized,fair and civilized law enforcement.This paper takes the pilot of the three systems of administrative law enforcement in Jinniu District of Chengdu as a case study,analyzes the new public management theory basis of administrative law enforcement at home and abroad,and analyzes the administrative law enforcement by taking the pilot of the three systems of administrative law enforcement in Jinniu District of Chengdu as an example.The current situation of work,drawing on the advanced experience at home and abroad,refines the enlightenment that can be promoted and introduced from the pilot implementation of the three systems of administrative law enforcement in Jinniu District of Chengdu.The main contents of this paper are as follows: Firstly,the research value of the pilot system of administrative law enforcement in Jinniu District of Chengdu is presented,including the evolution,current
