Historic and cultural landscape areas have very important cultural valueand economic value. Under the background of globalization and thedevelopment of market economy, protecting the historic and cultural landscapeareas is significant to extend the historical context, improve the environment inthese areas and enhance the quality and competitiveness of the city.Shanghai, an international metropolis, has an attitude of inclusiveness andhas abundant historical culture. There are12historic and cultural landscapeareas in the downtown area and32historic and cultural landscape areas in thesuburban areas in Shanghai. After many years’ practice, Shanghai has formed ahistoric landscape protection system composed of “dots, lines and areas”. Thegovernment has made related protection laws and rules and the protection plan.But, there are some problems in Shanghai’s historic and cultural landscape areas.The laws and rules are not complete; The supervision work is not strictly carried out; The lack of money leads to “passive protection”; Lack the participation ofnon-governmental organizations; Lack various protection and managementmechanisms; Lack the participation of common citizens.The Bund was once the financial center in old Shanghai, China and the FarEast. Known as the “Chinese Wall Street”, the Bund is the symbol of Shanghai’sover one hundred-year development and prosperity. The government leads theprotection and management work in the Bund historic and cultural landscapearea. The government repairs the historic buildings, improves the quality of theentire environment, organizes experts from home and abroad to participate inmaking the protection plan, makes the detailed special plan, and develops theBund historic and cultural landscape area by house replacing and attractingdomestic and foreign investments.Although the Bund historic and cultural landscape area has made manyachievements in the protection and management work, some problems still exist.Because the supervision work of some streets and some historic buildings is notcarried out strictly, the environment and historic buildings are damaged. Thatsome places in the area are extravagant makes the Bund become a consumptionplace for few people of high salaries, and violates the original aim of extendingthe historical culture. Although the plan of the Bund landscape area has resumedits functions of finance and trade, because of the limit of the historic buildings,there are some shortages in the Bund, comparing to the Lujiazui financial center.Besides, few social organizations participate in the protection and management work of the Bund historic and cultural landscape area, and few citizens payattention to the protection of the landscape area and give their opinions andsuggestions to the government.Therefore, some protection and management suggestions of the historic andcultural landscape areas are put forward according to the theory and practice ofpublic governance, and foreign countries’ experience. The government plays therole of “meta governance” in managing the social public affairs. In the work ofprotection and management of historic and cultural landscape area, thegovernment should become the leader and the policy maker, improve the relatedlaws and rules, the protection plan, and enhance the performance of theprotection and management work. The government should guide variousnon-governmental organizations to participant in the protection and managementwork of historic and cultural landscape area, explore various protection andmanagement mechanisms, strengthen the supervision work, get more opinionsfrom different experts, and improve common citizens’ protection awareness, andencourage them to participant in the protection and management work.
