Research On The Legal Protection Of Inner Mongolia Cultural Landscape

The practice of protecting cultural and natural heritage developed into the second half of the20 th century.In addition to focusing on cultural relics and relics,it has delved into the field of cultural landscape protection,which intersects culture and nature.As a special type of cultural heritage,’cultural landscape’ is increasingly receiving attention in the field of cultural heritage protection in China.Inner Mongolia has a long history,accumulating excellent history and culture,and condensing numerous cultural landscapes with diverse categories and rich connotations.Protecting the cultural landscape of Inner Mongolia can not only enrich and improve China’s ethnic cultural connotations,but also promote the theoretical development of human rights protection.At the same time,it can also bring new opportunities for urban civilization and economic development.However,the current protection of cultural landscapes in Inner Mongolia is not satisfactory,especially in some ethnic settlements with rich cultural landscapes.With changes in living environment and living conditions,cultural landscapes are facing the risk of extinction.Therefore,the issue of legal protection of cultural landscapes is urgent.This article starts with the basic concepts of cultural landscapes in Inner Mongolia,analyzes the current status of cultural landscape protection in Inner Mongolia,and analyzes the existing problems in protection.By drawing on advanced experience in the protection of cultural landscapes both domestically and internationally,this paper proposes a legislative concept and institutional design plan for the legal protection of cultural landscapes in Inner Mongolia,aiming to standardize the protection of cultural landscapes in Inner Mongolia through legal means and embark on the path of institutionalized and legalized development.This article mainly consists of four chapters:The first chapter is the theoretical basis for the legal protection of cultural landscapes in Inner Mongolia.The main purpose of this chapter is to clarify the concepts and characteristics related to cultural landscape and the theoretical basis for legal protection of cultural landscape in Inner Mongolia,hoping to promote the development of ethnic culture and enhance cultural self-confidence under the guidance of cultural heritage theory,cultural ecology theory,sustainable development theory and landscape ecology theory,and under the general environment of building a strong sense of the Chinese national community.The second chapter is the analysis of the legal status of Inner Mongolia cultural landscape protection.The article first describes the facts of the protection of cultural landscape in Inner Mongolia,then demonstrates the legal situation of cultural landscape in Inner Mongolia,and finally analyzes the problems existing in the legal protection of cultural landscape in Inner Mongolia,which lays a foundation for the legal improvement of Inner Mongolia cultural landscape.The third chapter is the experience of legal protection of cultural landscape at home and abroad.The advanced experience of the legal protection of cultural landscape in other regions at home and abroad provides valuable experience for the legal protection of cultural landscape in Inner Mongolia in the aspects of special legislation,financial protection and public participation mechanism.The fourth chapter is the perfection of the legal protection of Inner Mongolia cultural landscape.This paper puts forward suggestions to improve the legal protection of Inner Mongolia cultural landscape from the aspects of perfecting the legal and regulatory system,straightening out the management system,establishing the fund guarantee mechanism,constructing the talent guarantee mechanism and improving the public participation mechanism,so as to promote the legal construction of Inner Mongolia cultural landscape.
