As the aged tendency of the population problem emerged inShanghai, it is more and more difficult for the old people to support theirretirement life. Nowadays, many of them choose to live in the publicelderly care institutions; however, the conflict arises as the supply of theinstitutions cannot meet the constantly increased demand. Currently, thephenomenon of “hard to get a bed in a public elderly care institution”becomes prominent in Shanghai. It is hard for the public welfare to showits fairness to the elderly. Public elderly care institutions cannot providefull support and guarantee to all the elderly population, which caused theuneven distribution of the public resource. How to establish fair and openaccess standards in order to scientifically utilize the public welfare is themain topic that this article is researching on.The article analyzes the current situation, characters and thebottleneck of public elderly care institutions to further emphasize thenecessity and the importance of the access standards. It researches on theaccess standards based on the analysis of the current practice and theexperience learned from developed countries. It gives suggestions on theestablishment and evaluation of such standard after examining the carelevel, economic level and special contribution. At the same time, itpromotes the functional change of public elderly care institutions in orderto allow them to fully execute the public welfare function. I believe thestandard I promoted in this article will drive up the quality of the elderlycare institutions of the whole city and help to release the pressure ofsocial welfare as well as improve the integrity of the whole society.
