The cultivation of society organizations, especially community-based social organizations, is considered to help social organizations to better safeguard social stability, enhance social vitality, and improve the residents’ happiness index. In recent years, all over the city have the pilot incubator for social organization. These social organizations incubator distributed geographically more extensive, and extended to all parts of the country.Therefore, for community-based social organization, incubation system is an important topic in the current. Because the economic level in Sichuan Province is lower than in the developed regions, and weak basic public services, and prominent social contradictions in the process of rapid development, the government attaches great importance to the cultivation and development of the social organization. Jinjiang District, the most prosperous of the central city, which is an area of62.12square kilometers in the southeast of Chengdu, has16neighborhood offices,60community, the resident population of40million people, and there are altogether556community social organizations. For the balanced development of Chengdu’s future economic and social, cultivating community-based social organization can help the transformation of the role of government, enhance the autonomy of the social forces and develop social vitality.Compared to the study of the business incubator organizations, the study of the community social organizations foster system is a little later. By the incubator study of social organization in the past combing, it is easy to find that previous studies were limited to the following aspects:First, make a statement that social organizations incubator in the course of development at home and abroad t; Secondly, make a simple comparison of a variety of domestic and foreign development model; Then, make a brief summary of society organizations incubator; Fourth, provide some recommendations of society organizations incubator building. And support system is divided into financial support mechanism, infrastructure support mechanisms, government purchases service mechanism, and capacity building mechanism Then,choosing some typical cases of community social organizations is to make in-depth investigation,and make analysis of community social organization incubation system. This study not only prompts the government to understand the community social organizations incubator correctly, cultivate and assistant community social organization actively, and create a favorable policy environment, for community social organization incubators, but also helps the community-based social organization pay more attention to bearing the social responsibility of the government to transfer in the self-construction, promote organizations to provide public services and to participate in social management better.
