The Research On System Of Legislative Amendment In China’s Currant Local Law

Legislative amendment is not only a procedural device whichintegrates opinions proposed by Local people’s Congress effectively, butalso as a procedure which can make a self-choice about opinions by Localpeople’s Congress, which plays an important role in improving the qualityof legislation and strengthening democratization.This article tries to make a systematical analysis of the relevant rulesof80local laws and regulations. It reviews the current local overview ofthe development of regulations and summarizes institutionalshortcomings of legislative amendments system. Our local regulationshave some problems which makes the practice of legislative amendmentsto the current rules in the absence of norms and institutional support inthe current system of legislative amendments.In order to increase the system value and efficacy of legislative inthe legislative process, it is must to improve the system of legislativeamendments. In this paper, to clarify and improve the system of ourcountry, using the ways as follows: Expanding the scope of sponsors,canceling the decision of office meeting, improving the scope of using oflegislative amendments, correcting the proposed time, moving up thevoting stag and designing the path of three stages which are Improvingthe legislative gaps, correcting the implementation of the dislocation andremoving the restrictions to phase legislative amendments.
