Research On Policy Support Of Elderly-adaptive Surrounding Renovation Program Based On Age Friendly Communities

In active response to the double challenges of a population ageing and thefast process of city, the World Health Organization (WHO) announced the 《Global Age-friendly Cities:A Guide》in2007, which is, for the developingcountries, becoming a guiding principle and development direction of relatedsocial policy from the perspective of active aging.Combining with the local conditions and customs in China, China NationalWorking Commission on Aging (CNWCA) started up the programme of AgeFriendly Communities on the successful experience from other countries in2010.Shanghai Working Commission on Aging (SWCA)keenly realized its importantmeaning to promote the development of Shanghai s aging and quickly selected40units as the pilots of Age Friendly Communities. The goal of the programmeis to improve the life quality of the aged and help them achieve self-realizationand dignity of life by improving the appropriate level of the community andincreasing the social support for the aged. The author focus on the Elderly-adaptive Surrounding Renovation Program’(ESRP) which is based onthe framework of elderly livable community mainly because the ESRP hasbeen widely accepted for long and achieve a lot.From the scientific angle, the systematic study on ESRP with the unit ofcommunity under the framework of Age Friendly Communities turns out to bespecific academic valuable, especially from the perspective of public policy. Based on maslow’s hierarchy of needs theory, the social support theory andpublic goods theory etc, the document analyses the psychological demand forpromoting the ESRP.At the meanwhile,the author constructed a logicframework according to a large number of literature reviewing. In this paper, thepolicy contains four elements which are policy subject, policy object, policyresources and policy operating mechanism. Secondly, in typical case of Putuodistrict,Cao Yang streets, the author looked into the background, the existingsituation and problems of the implementation of the policies through thesemi-structured interviews of relevant person, field research approach andworking files. Thirdly, put forward the corresponding countermeasures refer tothe influence factors of the policy system. The research shows that the problemsof the policy for the ESRP mainly include low policy goal, impolicyenforcement and the lag of policy adjustment due to the main influencing factorsas follows: the poor effect of policy subjects, the inaccurate position of policyobjects, the integration of policy resources and policy operation mechanism arenot perfect enough.According to the above, the paper puts forward reasnonable proposals forimprovement and promotion. We should clear policy responsibilities anddivision of cooperative relations for the subjects, improve the relevant policiesand the detailed rules for the implementation to form a complete set andintensify policy propaganda; from the aspect of policy object, we should expandcoverage, strengthen the elderly demand research and provide the aged policyparticipation channels; From the aspect of policy resources,we should broadenthe pluralistic financing channel, strengthen the talent team construction,promote the effective Integration of basic construction in the ESRP; From theaspect of policy mechanism,we should build a complete service system, realizethe effective link of science and technology and service for the aged, strengthenthe results of policy evaluation. So that the government can play a leading roleon the whole: strengthen community function, guide the social capital and social organizations, and the equality of supply and demand, balanced development,reasonable layout, perfect functions and construction norms can be realized,sothat the community will really become the home for the aged.
