A Study On The Living Conditions And The Underpinning Policy Of The Elderly Living Alone In Shandong

At present,the economic and social development of our country is still at a relatively low level.The contradiction between the aging process and the family changes and social transformation intertwined,making our country face a severe pension challenge.As a special form of empty nest,the size of the old man will be further increased.However,the social policy underpinning of the elderly living alone in China is still in its infancy.Under this situation,it is particularly important to give priority to the special elderly,which is a large and large old man,to provide security and care service for the old-age support service.This study is about the policy of sole care for the elderly living alone in Shandong province.The method combines qualitative research with quantitative research.The qualitative research includes the literature research and the in-depth interview method.The literature research mainly combs all the old-age support policies that the elderly in Shandong province can enjoy at the present stage.The in-depth interview rule takes Ji'nan City,Gaomi City and Jining as the research place,and through the head of the village committee and the sole residence.The elderly were interviewed to collect first-hand information and analyze them.Based on the data of Shandong Province,the quantitative study is based on the survey of the living conditions of the elderly in urban and rural areas of China in fourth times,and the social and economic characteristics of the population of the elderly in Shandong province are analyzed with SPSS.Through the analysis of the characteristics of the elderly living alone,we can enhance the understanding of the elderly living alone,and lay the foundation for the relevant policy research in the future.The study found that the old-age support policy for the elderly in Shandong province has covered economic support,living care,spiritual comfort,medical care and cultural welfare,and has made good achievements in the field of underpinning.But there are also a lot of problems.The distribution of the guarantee legislation of the solo old man is very scattered,the laws and regulations for the elderly who live alone are lacking,the legislation is lagging behind,the concept of the legal provisions are lack of execution,which makes the seemingly comprehensive policy form empty;the policy implementation is disjointed with the old people's demand and ignores the old people who live alone.Spiritual needs;the government's social and family responsibility sharing is not equal,the main body of responsibility is single;the government financial input is insufficient,the mode of investment needs to be optimized;there are some problems in the form of pension image engineering and many measures.In view of the above problems,this paper puts forward some pertinent suggestions from three aspects of legislation,policy evaluation and optimization of the organization and management system.The specific include:the legislative level.We should improve relevant legislation,improve legal protection,formulate detailed rules for implementation,and ensure the enforcement of law.The level of policy assessment.We should introduce lifelong accountability system,eliminate the image project of old age care,establish multiple assessment subjects,and improve the credibility of evaluation.To optimize the organization and management system.Change the way of financial input,actively introduce social capital,improve the old man's family pension mode,promote the industrialization of the old-age mode,strengthen the construction of the staff in the old-age service industry,and improve the treatment and honor.
