Research On The Multiple Cooperative Mechanism For Elderly-adaptive Surrounding Renovation Program Of Old Residential Areas In Shanghai

Shanghai entered the aging society for the first time in 1979.Since the beginning of the 21 st century,the number of aging population in Shanghai has been increasing,and the aging level has remained high.On the other hand,in recent years,under the background of promoting home care,because the old neighborhood was built so long ago and elderlyadaptive level for aging is inadequate,there are many inconvenient factors and safety risks for the elderly.Take the example of adding elevator project,because these old buildings were not equipped with elevators,many elderly people have to climb up and down by stair in daily life,which severely affects their basic living demand.In this case,their demand for elderly-adaptive surrounding renovation program of old residential areas and adding elevator project is increasingly strong.However,even though the voice of the elderly group is very high,in the process of elderly-adaptive surrounding renovation program,many adding elevator project s are still abandoned due to administrative approval,construction funds or residents’ opinions and other factors.Based on the research of domestic and foreign scholars,this paper firstly analyzes the problems involved in the process of adding elevators in old residential areas through the theory of multiple cooperative mechanism,the theory of synergy governance and the theory of quasi—public goods,and puts forward the theoretical framework of multiple cooperative mechanism for adding elevators in old residential areas.Secondly,Hongkou district and Changning district are taken as two examples to understand the main problems in the process of promoting the installation of elevators in old residential areas through field research and personnel interviews,including the difficult financing,failure in coordination of owners’ demands and interests,and complicated work procedure.Then,combined with practical cases,the paper analyzes the current situation of the installation of elevators in old residential areas in Hongkou district and Changning district,and then this paper further summarizes and analyzes the main reasons behind the problems,including the insufficient policy fund subsidy,the difficulty in the coordination of interests among residents,the failure to simplify administrative examination and approval,and the limited ability to help outside the jurisdiction.Finally,on the basis of this research,this paper puts forward some suggestions on how to build a multi-cooperative mechanism for adding elevators to old residential areas in Shanghai,starting from the four main bodies of residents,government departments,social organizations and market enterprises.This includes: residents need to enhance neighborhood mutual trust and build harmonious relations;and encourage consultation on an equal footing and promote common governance.Government departments need to streamline procedures and improve service efficiency;and raise subsidy standard,widen subsidy target;including the introduction of withdrawal policy,the rational use of funds.Social organizations need to enhance regional interaction and copy the experience of promotion;and attract able person to manage,and accelerate organizational development.Market enterprises need to improve the quality of service construction,to resolve the concerns of residents;and give full play to professional advantages and assume social responsibilities.By studying the multiple cooperative mechanism for elderlyadaptive surrounding renovation program of old residential areas in Shanghai,the research helps to push on whole old buildings with the adding elevator projects,accelerate the urgent demand from the elderly living in high floor for daily going out,constantly meet people’s increasing need of a better life,which can ensure that the elderly enjoy themselves in later life,and can also promote home care in the city.
