| The construction of cross-border collaboration mechanism of inter-provincialethnic inhabited area governments was investigated in the essay, taking HunanProvincial Huayuan County, Chongqing Xiushan County and Guizhou ProvincialSongtao County for example, applying system analysis and game theory analysis, basedon regional economic development theory and compound administration theory. Inaddition, according to the existing problems in the cross-border collaboration process ofHuayuan, Xiushan and Songtao as well as the development experience of Americanmetropolitan area and China’s Yangtze River Deltas, policy proposals was proposed inorder to improve inter-provincial governmental cross-border collaboration in ethnicinhabited area and build cross-border collaboration mechanism. This essay was mainlycomposed of the following three aspects.First of all, successful experiences and main approaches of American metropolitanarea and China’s Yangtze River Deltas’ inter-governmental cooperation weresystematically surveyed. The findings indicated to achieve the cooperation the powerfulrestraint mechanism and regional coalition must be set up respectively; thecorresponding institutional arrangement and cooperation rules should be formulated; thewillingness and ability to provide public service for the trans-border government shouldbe also improved. In the same way, The cross-border collaboration of inter-provincialethnic inhabited areas relies on the intra-regional cooperation which requires eachauthority to strengthen communication, realize resource complementarities and createdevelopment environment for promoting cooperation.Second, the main problems of cross-border collaboration among Huayuan, Xiushanand Songtao were pointed out by systematic analyzing above three counties’ generalsocial situation and positive progress of their inter-governmental cooperation. In view ofthe problems, based on the Game theory methodology with the "prisoner’s dilemma" as the model, the perfect information static model of three counties was constructed. Theanalysis result illustrates that those main restricting factors of inter-governmentalcooperation attributes to three imperfect mechanisms. One is interest coordinationmechanism. Another is regulatory and operation mechanism. The last one is informationcommunication mechanism.The third part of this essay elaborated the idea of constructing inter-provincialethnic inhabited areas governmental cross-border collaboration mechanism amongHuayuan, Xiushan and Songtao by drawing lessons from the main issues of these threecounties also successful experiences and main approaches of American metropolitanarea and China’s Yangtze River Deltas. Based on the above, policy suggestions were putforward, which mainly included three aspects: establish a healthy institutionalenvironment, the foundation of institutionalized multi-level government organizations,as well as the perfection of multi-system government rules.The benefit of constructing inter-governmental cooperation and facilitatinginter-provincial ethnic inhabited areas’ governmental cross-border collaboration is notonly the inevitable option for the economic development of inter-provincial ethnicinhabited area, but also the necessity of fulfilling The western development drive andpoverty alleviation task in the new era. In conclusion, the specific measures and policyadvices of constructing inter-provincial ethnic inhabited area governmental cross-bordercollaboration mechanism presented in this essay have a definite guiding significanceand reference value for the government collaboration among Huayuan, Xiushan andSongtao and inter-provincial ethnic inhabited areas governmental cooperationdevelopment. |
