Pro-poor Government And Social Organizations Of The Ethnic Minority Areas And Cooperative Relations

Since the reform and opening up, Chinese government has made the world shocking progress against poverty. It owes to the regional poverty relief system which is based on the basic structure of administrative level in top-down and foundation of administrative region partition. Since entering the new century, China's poverty alleviation career has appeared new trends, that is, poverty populations increasingly focus on national regions. Therefore, poverty alleviation has become one of the core contents of China's national economic and social development policy. Meanwhile, the national regions have become the difficult areas of China's poverty alleviation career. Therefore, solving the problems of food and clothing provision in poor parts of the national regions, promoting the long-term development of society and economy in national regions, and consolidating early poverty alleviation achievements, relate directly to national unity and region stability, even make a significant influence on the whole country's stability and long-term development. However, the aiding poverty mode before, which is based on single government authority and administrative region partition, is not favorable to the integration of poverty alleviation resources and cohesion of social forces. Therefore, it is no longer fit for the poverty alleviation practice activities in national regions in the new period in China.In the 1980s, social organizations started to participate in the poverty alleviation career of our country. In the 21st century, social organizations have gradually become the backbone of our poverty alleviation career. Guided by the non-governmental organization theory, government theory, management theory, as well as public economics and related theories, the author of this paper summarizes the cooperative experience between the government and social organizations in national regions, further analyzes the present situation of poverty and its basic characteristics in minority regions of our country, the congenital deficiencies of government and advantages of social organizations in poverty alleviation in national regions and the mutual cooperation between government and social organizations in national regions in poverty alleviation career and also analyzes the problems existing in cooperation, and puts forward to suggestions and countermeasures to promote the government and social organizations cooperation.The paper is divided into four parts. Preface part is the analysis of the research background of this paper, in which the present situation of cooperation between the local government and social organizations at home and abroad is analyzed and summarized, and the research ideas and methods of this paper are proposed. The first part, basic theory of social organization is introduced, the distinctions of the concept, quality and classification of social organizations is discussed, the advantages and disadvantages in poverty alleviation of the national regions government and social organizations are analyzed, and the reality demand on both cooperation is explained in details. The second part, present situation that national region government cooperates with social organizations is discussed and the existing problems in the cooperation and the reasons are analyzed. The third part, experience and lesson that race region government cooperate with social organizations in poverty alleviation at home and abroad are summarized. The fourth part, combined with reality, countermeasures and suggestions are put forward to promote national area government and social organizations cooperation in poverty alleviation.
