Microblog was born at the right moment and is still growing to its potential after thesocial networking sites flourished since2009. Sina Weibo, which was introduced in August2009, occupied the commanding height of microblogging websites swiftly. Therefore, manyforeign governments, figures, media and international organizations, which compose thesubjects of foreign micro communication, marched into Sina Weibo to spread informationand output values.Through textual analysis and statistical analysis, this article studies the microcommunication of these institutions and figures and concludes their features andexperiences by making some researches on the overviews of major foreign governments,figures, media and international organizations on Sina Weibo. Research shows that foreigngovernmental institutions and figures are good at taking advantage of we-media social tools,such as microblog and so on, to put micro communication into practice by natural discoursestyle and delightful communication mode. They carried out a full range of informationcommunication and value output in multi topic areas, such as economy, culture, life and soon, bringing more and stronger influences to Chinese netizens and society. Microblog hasbecome an important tool for its public diplomacy.As far as our country which is committedto the construction of cultural power and spread Chinese values to the world, on one handwe should pay attention to it; on the other hand also learn from it.
