Research On Emergency Management Of Special Equipment In Tanggu District

In recent years，with the rapid development of Binhai New Area，various typesof production and construction projects are accelerated， and the number of specialequipment in Binhai New Area presents consecutive years of rapid growth. Tanggu asthe core district of Binhai New Area， The number of special equipment growsparticularly rapid. As an important tool of production， special equipment is withaccident-prone and high risk. Face the potential threat of special equipment accidents，if the government were not prepared with the community， response measuresinappropriate， easily making serious casualties and significant property damage， oreven undermine social stability and harmony. Therefore， the government strengthenthe special equipment emergency response management becomes increasinglyimportant.Taking Tanggu District special equipment emergency management for study，using emergency management theory， referencing special equipment safetysupervision theory，this paper with literature，statistical analysis，surveys and othermethods to conduct research. This paper conducts a statistical of Tanggu Districtspecial equipment’ number， type， company， equipment safety regulatoryconditions， detailed analysis the status of emergency management in Binhai NewArea and the emergency management situation of special equipment in Tanggudistrict. This paper finds out the weaknesses in emergency management of specialequipment. Finally， targeted the problems of special equipment in Tanggu District，this paper have made specific countermeasures and suggestions.This paper argues that， to further improve the Tanggu District special equipmentemergency management， the government need to establish clear responsibilitiesemergency system， set up regional linked and hierarchical management emergencymechanism， improve emergency rescue rewards， emergency response training andother aspects of emergency legal， build the emergency plan system with clearhierarchy and close convergence， establish the "professional and excellent "emergency rescue team， promote emergency rescue fund and accident insurance’sdevelopment， found ledger of relief supplies， set up hardware and softwarecombined emergency platforms; create a base for emergency rescue， institutionalizethe emergency training mode. Through above measures，the government will achievethe goal that special equipment emergency management was unity of command，multiple collaborative， multi-level and technology oriented.
