Social development and human progress for the emergence of social contradictions has brought possible,in all kinds of complex social contradictions,all countries will inevitably suffer from all aspects of the risk.As a state hovering between security and crisis,if the risk cannot be properly deal with,it is highly likely to lead to abrupt vicious accident disaster emergency.In the risk society,the link between the social current risk and paroxysmal event deepened,indicates that China has entered the stage of frequent accident disaster and strengthen the accident disaster emergency risk management has been urgent.Due to a substantial increase in human subjective initiative,science and technology leaps and bounds,public safety risk in the new era(such as:Nuclear leak,airplane clash,bio-risk,etc.)has become a major threat to human security.Accident disaster risk in the new era triggered by natural factors,human factors,technical factors,in modern society,once the outbreak is often with a wide range of impact,destructive,heavy consequences,normalization,etc.,and is often accompanied by environmental deterioration,public order imbalances,social and political instability,economic recession and other phenomena.Not only caused the public's fear,but also endanger the normal social stability,and bring a huge adverse impact.Therefore,whether the government can effectively prevent and deal with the risks will directly affect the economic development and the stability of the society when the social risk threatening the public security exists.Governments,as the exercisers of public power,public policy makers,managers of public affairs,public goods and services providers,have the right and obligation to conduct effective social risk prevention and management,in order to achieve maximum prevention control and reduce the negative impact of the abrupt vicious incident to the country and the adverse social impact.This is not only a vital embodiment of the government's overall and correct performance of its duties and a good image,a general requisition for building a socialist harmonious society,but also it is a significant part of the Constitution and the realization of the "China Dream".So far,ours accident disaster emergency risk management has made prodigious accomplishment.For example,the corresponding laws and regulations are unceasing establishment and perfection,the risk management system initially established,and management capability has been gradually exalted.Nevertheless,compared with the western developed countries,ours accident disaster emergency risk management is still in primary stage.In the area of accident disaster,China's risk management development sluggish,risk identification,risk analysis and assessment,risk management,risk monitoring,risk communication and other aspects are inherently deficient.Coupled with the normal trend of the accident disaster emergency,our government will face enormous challenges in risk management.Therefore,on the basic of social combustion theory,risk society theory,government function theory,public safety management theory,and taking the 8.12 Tianjin Explosion accident as the breakthrough point,integrated applying of literature research method,system analysis method,case study method,etc.,conducts the thorough research to the accident disaster emergency risk management,this is of great theoretical and practical value for the development of our risk management in China.In this paper,the author summarizes and analyzes the relevant theoretical achievements both at home and abroad.Firstly,the concepts of emergencies,emergency of accident disaster,risk and risk management are expounded from various aspects and angles,and their characteristics and specific types are analyzed.At the same time also elaborate the related theory,and use it as the theoretical support of the follow-up study.Then discuss the relationship between risk and emergency,and analyzes the status of our country's accident disaster emergency in-depth.And taking the 8.12 Tianjin Explosion as an example,specifically analyzes the accident disaster emergency risk management.Through the anatomy of the accident,crystallizing our country's risk management's status quos and problems,and chase down the primary cause of the problem.Finally,on the basis of borrowing ideas from American and Japanese relatively mature government risk management experience,we put forth some countermeasures and suggestions to perfect the ours accident disaster emergency risk management.The article considers that accident disaster emergency risk management can be meliorated from five ways:risk identification,risk analysis and assessment,risk management,risk monitoring and risk communication.Specific content include the following:Emphasize on risk education,improve the ability of risk identification.Improve the relevant legal system,establish a sound risk analysis and assessment mechanism.Enhanced risk management capabilities,strengthen the government management responsibilities.Improve social participation and cooperation mechanism,foster the diversification of risk monitoring.Actively promote information disclosure,establish the effective risk communication mechanism.
