| The 19 th national congress of the communist party of China(CPC)proposed that people's livelihood should be guaranteed and improved in the course of development,China should strengthen the construction of peace and security,innovate the way of social governance,and build a governance model in which the government is responsible,the society cooperates and the public participates.We will continue to raise the level of public security and better prevent and resolve social conflicts.With the deepening of social development and reform,conflicts have arisen in various fields along with the adjustment of interest pattern,social instability factors have increased,and various production safety traffic fire accidents and disasters have occurred frequently.Accident disaster is a great test to the government.Its disposal situation not only directly affects the safety of the public,but also affects its image and authority in the eyes of the public.In recent years,due to the complexity of the social environment,the number of accidents and disasters in China has been increasing rapidly,which has brought bad effects on China's economic development and become an important factor that interferes with social stability.Therefore,the study of emergency management is a task of the government's public management,which has important practical value and significance.The establishment of the emergency management department mainly focuses on the emergency response of accidents and disasters and natural disasters.Therefore,the selection of emergency management of accidents and disasters for further study is of great practical significance to the emergency management work after the institutional reform.Based on the theories related to emergency management,this paper takes G district of kunming city as the research sample,finds out the deficiencies of local government in emergency management through specific case analysis,and proposes strategies for improvement and promotion after research and discussion. |
