Mass migration and kinds of resources move to cities in pace with theincreasingly fast urbanization process. Therefore, the scale expansion of cities ismore and more rapid, as well as the developing speed. The expanding city, with theimportant function of radiation and promoting, has been gradually become enginefor economy, politics and culture of the region and even the county. But as tometropolis, its characteristics, such as dense residential population, developedinfrastructure, frequent economic activities, accelerated turnover, rapidly gatheredwealth and so on, also give rise to some problems, for instance, aging infrastructure,crowded traffic, deficient public resource, worsen ecological environment,increasing social contradiction and even intensifying risk of terrorist attack anddestruction. Therefore, strengthening the study of metropolis emergencymanagement, improving and perfecting emergency management system andenhancing capabilities of prevent and rescue have been inevitable requirement forthe principle of putting people in the first and governing for people, as well asimportant standards of measuring administrating ability for governments at all levels.Keep this objective need in mind, the author does study concentrated on Tianjin, aninternational metropolis at the edge of coastal development and opening up, from theperspective of government emergency management system of metropolis in ourcountry. This paper begins from brief introduction of related theories of metropolisemergency management. Secondly, it analyses features of four foreign cities (NewYork, London, Berlin, and Tokyo), three domestic cities (Beijing, Shanghai andShenzhen) and some real cases to sum up experience, lessons and usefulenlightenment. Thirdly, basing on analysis of potential risk, emergency plans,organization system, operating mechanism, resource security, education and trainingfor present situation, the author concludes ten shortcomings of emergencymanagement in Tianjin. At last, with a view to practice of emergency management inTianjin, the author raises feasible strategies and suggests that strengthen and improveemergency management system construction from four aspects respectively. Thepaper strives for inspiring some shifts in thinking of city emergency management forgovernments at all levels via research into metropolis emergency managementsystem, thereby contributing to the stability of economical and social developmentand the security of people’s life and property in city.
