The Countermeasure Research Of Guangdong E-government Information Resources Sharing Mechanism Improvement

This paper takes Guangdong province government information resource sharingsystem as the research object. Through the user interviews, field survey, data query andother means, The paper collect relevant information resource sharing problems inapplication of data and information, using comprehensive analysis method, has carried onthe analysis to the information resource sharing problems and interests of the partiesinvolved in, find out the main obstacles of the information resources sharing, analyzesthe existing problems and the reasons behind the e-government information resourcesharing.There are some main problems such as property of informationdepartmentalization, top-level design deficiency, business optimization problem,imperfect management mechanism, inadequate infrastructure, lack of applicationdevelopment capacity. The main reason is because of lack of power, the internalgovernance structure is not reasonable, management mechanism is not complete due to.And then puts forward some countermeasures for the comprehensive solution to theproblem from many aspects of intrinsic motivation, interaction, pressure control, putforward including straighten out the management system, establish and perfect thedynamical mechanism, work mechanism, supervision and assessment mechanism forrecommendations, and proposed to establish the information resources (assets)management system, strengthen information resources planning, improve the mechanismto ensure funding, establish consultation system, the establishment of informationresources of the audit system of specific measures. This paper thinks that perfect sharingmechanism to take a systematic approach in the Guangdong province e-governmentinformation resources sharing, from the organizational system, working mechanism andenvironment construction and other aspects of comprehensive analysis, multi prongedapproach can effectively improve the information sharing mechanism, realize the sharingof information resources, promoting the development of e-government construction.
