The optimization of government public service is a necessary requirement of scientific of public service process. It helps to reduce the social costs and rationally allocate public service resources and it is the key for people to meet the growing demand for public services.In the optimization process of public service, to give full play to the guiding role of national happiness index theory for government services is an effective way to form a scientific and high-efficient administrative system and shape the "people-benefit model "government. Despite the current service-oriented government, of which the core objective is the people’s well-being, has made some achievements, there are still many problems existing.How to optimize the government’s public service to improve the national happiness index is a need to further discuss.With the basic theory, such as politics, administration, management, sociology and other disciplines, this paper expounds the basic connotation and related theories in terms of the government public service and the national happiness index, discussing the significance of the improvement of national happiness index to the optimization of government public service. Combined with the most closely factors of government public service impact and the current status of national happiness, it summed up the three aspects of the impact of national happiness index (including public policy, government organization and operational mechanism, government civil servants) from the system of national happiness index, which is not only the direction of the government public service efforts, but also the inevitable requirement of the improvement of the national happiness index. With elaborating on the problems of the government’s public service from the perspective of the national happiness index and the analysis about the deep-seated reasons of it, the corresponding countermeasures are put forward to strengthen and improve public services so as to improve the national happiness index.The thesis can be divided into five parts:Introduction is the first part of this paper. It briefly describes the background and significance of this research, the status review, analysis perspectives and research methods of this paper. And it also includes its writing frame and innovation.The second part is about the interpretation of government public service concepts and the basic theories. This part is divided into five sections:the first section defines the meaning of public service; the second section explains the principles of government public service; the third section analyzes the factors affecting the optimization of government’s public service; the fourth section describes the related theory of government public service; the fifth section discusses the significance of optimizing government public service, including that the optimization of government public service is the need to adapt to the domestic and foreign development; the optimization of government public service is beneficial to improve the national happiness index and promote social equity; the optimization of government public service is conducive to the consolidation of the CCP’s ruling position, promoting social harmony.The third part elaborates on the problems of government public services from the perspective of the national happiness index. Firstly, This part elaborates the problems of non-equalization of basic public services and the basic imbalanced development of national happiness, mainly including the unreasonable public resource allocation between regions and between urban and rural areas; secondly, it describes the problems of the unscientific process of government public serviced and the national dissatisfaction, principally including cross-functional processes and "unnecessary and over elaborate formalities" affect the efficiency and effectiveness of public service process and national satisfaction. Thirdly, it describes the problems of the low quality service of government officials which affects national satisfaction negatively, chiefly including public servants having no strong sense of service; improper service way; weak awareness of cost-efficiency.The fourth part is the analysis about the deep-seated reasons of the problems of government public services from the perspective of the national happiness index. This part analyses the underlying reasons of the problems mentioned above, which is included:(1) The non-equalization of public service caused by the inappropriate public policies is led to the imbalance of basic national happiness index to intensify;(2)The unscientific and unreasonable organization of government itself cause the decrease in overall satisfaction of the national happiness;(3)The imperfect performance evaluation and inefficiency monitoring mechanisms cause negative effect on continuous improvement of intangible perception of national happiness.The fifth part puts forward improvement countermeasures of enhancing the government public service on the view of the improving the national happiness index. This part puts forward the corresponding countermeasures to the deep-seated reasons discussed above, which is included:(1)The public policies should be improved to promote the equalization of basic public services and the national happiness index;(2) The government organizations should be re-engineered and governance structure should be optimized, which is in order to improve the overall national satisfaction;(3) The performance evaluation and supervision mechanism of civil servants should be improved, which is to provide institutional guarantee for national intangible perception of happiness.
