Since the 20 th century,the world in the modern government management innovation,performance management as a new management concept and way,gradually became the various countries' government to promote administrative reform,improve the government efficiency,reduce administrative costs important gripper.Since reform and opening up in China,in deepening the reform of administrative system,the innovation of administrative management way,strengthen the construction of administrative efficiency and so on has carried on the unremitting exploration.In recent years,the government performance management is gradually from a single dimension of performance evaluation,performance evaluation to the comprehensive system of performance management practice.Around the practice of government performance management has experienced different stages of development,try a variety of specific practice,spontaneously formed many kinds of performance management mode,accumulated important experience for our country to promote government performance management.Based on the current,for the future,is an urgent need to strengthen the system summary of theoretical research and practice,to build the Chinese characteristic the government performance management system to provide theoretical guidance and empirical basis and intellectual support.National tax department is the national important economic management and administrative law enforcement and management of the total number of civil servants more than 5% of the number of cadres,your team,good tax glorious and arduous task,according to the central committee of the state council on promoting the government performance management,a series of deployment requirements,the state administration of taxation situation,starting from 2014,closely combined with the actual tax work,actively explore from top to bottom.Tax system to implement performance management,that is,through the establishment of performance indicators system and performance evaluation mechanism,logarithmic tax departments around the center services,fulfill their duties,to complete the task and as a result,the process of implementation of performance evaluation,and promote the work to improve the quality and level,the tax system to implement performance management,the key lies in how to establish a set of conform to the tax laws and characteristics of work,continue to promote scientific development of tax work performance index system,the balanced scorecard(BSC)and key performance indicators(KPI)is applied to construct the tax organization performance appraisal index system,canwell solve the problems existing in the current performance management,"four two dial one thousand jin" and "extremely important" role.According to the national tax department in Shandong province in the defects existing in the performance evaluation indicators,comparison and reference of different categories of performance appraisal methods and principles,on the basis of the comprehensive study on the performance management index of Shandong national tax department,deeply analyze the existing problems and reasons,and index system of performance management in shandong national tax department optimization,further improve the national tax department organization performance,promote the further development of the national tax department management modernization.
