Being both material resources and environmental resources, water is anirreplaceable precious resource for the survival and development of human society.The truth is that currently more than90%of urban water has been polluted seriously,and in2008"Water Pollution Prevention Law" was revised and in many placesregional water pollution control laws®ulations have also been promulgated inorder to deal with the worsening water pollution while the prevailing situation ofwater pollution,however is still severe. Let’s just take Chaohu and Taihu Lake’s"cyanobacteria crisis" for example. The legislative purpose to protect and improvethe water has not been completely fulfilled. An investigation has implied that theinefficiency of Water Pollution Control&Prevention Law has fundamentallyresulted from the imperfections and flaws of the government’s environmentalaccountabilities which has also worsened and exacerbated the "government’s failure"in the control&prevention of water pollution.Therefore, it is a must to optimize&perfect the government’s environmental accountabilities in order to conquer theineffectivenesses of Water Pollution Control&Prevention Law.It was in January21st,2010that the State Council approved the "Wanjiang CityAgglomeration’s Demonstrative area planning for undertaking the transference&transition of industries "which is the first national demonstration areas to undertake&experience the transference&transition of industries and which is sure to carry agood many significant meanings for middle and western areas to explore renownedmodels to undertake the transference and transition of eastern coastal industries.Because Anhui Province has just mainly focused on undertaking the transference ofthe eight badly-needing-developing industries most of which are highenergy-consuming industries with high pollution which also means that Wanjiangeconomic zone is about to undertake the transference of the pollution apart from theindustry itself,resulting in the environmental pollution and ecological damage of the demonstrative areas. The related regional areas include the Yangtze River, theChaohu lake and many other rivers and lakes, the industrial transfer developingeconomy. Nevertheless, during the transition and transference,the water pollution isthe key matter needing us to concentrating on. How to respond to and cope with thepollution issues caused by the industrial transference? From the perspective ofenvironmental laws, to strengthen and enhance the government’s responsibilities isnot only a good way to solve the water pollution problems during the transferencebut also a fantastic way to establish and construct the "two-types" society.This paper, in the first place has introduced the water pollution problems WanjiangCity Agglomeration faces during the industrial transference after which the authorhas analysed and elaborated the reasons for the pollution, trying to figure out ways tosettle down the contamination matter by enhancing the government’s competence totake its responsibilities&optimizing the legal system so as to accelerate theconstruction of a resource-saving and environment-friendly society in thedemonstration areas. As has been advocated by the author, we should attempt tosolve the pollution problems caused by the industrial transference by adhereing tothe following principles: sustainable development principle, full-process controlprinciple, the common but differentiated principle and by rationally undertaking theindustrial transference, completing the systematic water pollution prevention&control laws, establishing a sound governmental performance-evaluation mechanism,creating a ecological compensation mechanism of the water pollution and so on.
