The Research Of Executive Agency And Operation Mode Of Community Correction

Community Correction, originated from western developed countries, is aspecial way for execution of punishment against jail imprisonment. AsCommunity Correction had been written to Criminal law and Measures for theImplementation of Community Correction had been commenced, building anfeasible Community Correction Institution as soon as possible has been the keytask and fundamental goal of the new round of Community Correctiondevelopment in China. Starting from the basic concepts of CommunityCorrection, the internal conflict between the punitive features of CommunityCorrection which is characteristically of non-imprisonment and socializingwork pattern had been analyzed from the perspectives of execution ofpunishment and social governance.Taking the implement of Community Correction in Chuzhou as a blue print,the development, problems and dilemma of local Community Correction areanalyzed and researched systematically. Then, though summarizing theconfiguration and features of Community Correction executing organizations inthe representative cases of Beijing, Shanghai, Zhejiang and advancedexperience of developed countries, how to utilize available resources toestablish basic Community Correction executing organizations rationally,innovate work mode, and establish all kinds of safeguard mechanism is discussed in this paper based on the theory of social governance-networkgovernance.In addition, how to combine the advantages of punishment execution andsocial work is deeply studied in the paper, and some practical and operablesuggestions are also proposed in order to execute public governance efficientlyand offer the high-quality public service.
