The government and the market being the two important key elements in themodern economy, their relationship in a variety of countries is existing generally.Government intervention should choose more or less, which is a better choose hasbeen discussed for a long time. With the end of the3rd Plenary Session of18th CPCCentral Committee, the relationship between the government and the market hasbecomes the hotspot once again. The Communique of the Third Plenary Sessionpointed out: Economic reform is key, and the core solution is the proper relationshipbetween the government and the market, leaving the market to play the decisive rolein allocation of resources. This paper reviewed the development of relationshipbetween the government and the market, rethinking based on the YiChang ThreeGorges QuanTong coated and galvanized plateco, LTD, analyze transition processrole and function of the local government, to explore relationship between thegovernment and the market which suits for our country national condition.In this paper, a total of five chapters. The first chapter is introduction, it containsthe global introduction of research origin and research significance, the combing ofthe research both at home and abroad, the generalization of the research thought andmethods and the biggest innovative points. The second chapter introduced thedevelopment of relationship between the government and the market in WesternCountries. Firstly, discussed their respective concept and original relationship of thegovernment and the market, And then talk about manifestation and main viewpointsof relationship between the government and the market, such as the minimalgovernment, intervening government and new economy theory, focus on the analysisof relationship between the government and the market unique advantages and itsdemocratic values. The third chapter introduced traditional socialism plannedeconomy theory and practice. Firstly, discussed the theoretical foundation of plannedeconomy and Soviet practice, And then discussed the relationship between thegovernment and market in contemporary Chinese history evolution, Theestablishment and development of post-totalitarian system and the reform of its transition into the pre-reform period of the totalitarian system in two modes, and thenanalyze the pros and cons of two institutional models produced. The fourth chapter ismainly aimed at building up the modern state and government. By introducinggeneral situation of YiChang Three Gorges QuanTong, On the positive role anddisadvantages of the YiChang government in inviting investment, analyzed findingsand reasons of all pass the Three Gorges productivity expands continuously, thelessons drawn from the bankruptcy of the Three Gorges and so on, analyzes theexisting problems and inadequacies of relationship between the government and themarket, and summaries some experiences of successes or failures, as well as themeasures to solve it,and provides personal opinions about the relationship betweenthe government and the market the further reforming and its corresponding creation.The fifth chapter is the key part, mainly on the relationship between government andthe market to achieve the implementation of the path from the imbalance to theremodeling and practical significance. Fistly, you want to change a old resourcesallocation mode, to build a new socialist resources allocation mode. Secondly, wemust define economic role and functions of government, to strengthen the restrictionand supervision system of power operation. In the end, put forward dynamicequilibrium of relationship between the government and the market, to speed up thetransformation of government functions, to finally realize re-establish the relationshipbetween the government and the market.
