Social Imbalance And Government Governance

During twenty years of reformation and opening, together with our great economic achievement, we have also paid for some heavy costs. The widening gap of rich and poor, the imbalance of public assignment, the hidden problems during economic development, the deterioration of ecology, etc., all these problems have become the main characteristics during our social transformation. If we put an objective attitude toward the reason of those problems, we can find that, the most critical part is the regime. Our government is in some trouble now, since it didn't fit itself well during this transformation. It is surrounded by many problems, such as administration inefficiency, high cost of administration, depravities, and so on. The social imbalance just reflects the power and governance of our government.No matter how brilliant our reformation would be, if there is some obvious unjustness, the whole society will lost their faith on our Party and government. During our Party's 16th Session 4th Conference, we propose a plan to establish a harmonic society, which is very crucial to push our reformation forward. Being in the leading position, the government must enhance its and the quality of its policy, because those are tightly related to the reality of the construction for harmonic society. So, due to the above reason, the reformation of government should be the core part of China reformation strategy. As a result, what this article talks about, is to introduce the theory of "Public Governance", which was originated from many western countries, into China government public management. The transformation from government Domination to Governance, the enhancement ofadministrative power and policy quality, will all be significant to solve social problems and to construct our harmonic society.The theory of "Public Governance" was originated from western countries, under the background of many social problems, such as government inefficiency, market uncontrollability, developing of public society, and so on. Now, China is also facing those problems, so these experience and trials could be used for reference, especial when we were also in government reformation stage. Therefore, we bring this theory into our own society, and take this brand new view and mode to solve the current difficult position as well.Every theory or normal deduction logic will not be generated from vacuum, but will certainly interact with the complex factors in reality. Also the "Public Governance" theory would be very useful for our government reformation;it will of cour.se be adopted based on our own environment. So, considering the modern theory and the current situation of China, this article proposes two aspects of reformation to solve the existing social imbalance problems. The first one is government self-reformation (internal governance), including Theory, Structure, Management and Technology. Among them, Theory is the precondition, and Structure is the base, and Management is the core part, while Technology just provides power and qualification. Both the four parts are mutually influenced and balanced, and the integration of them put the government self-reformation forward. The second one is policy reformation (external governance), including the policy readjustment in the areas of social governance, economic governance and ecological governance.
