Research On Guarantee Mechanism Of "Practice Of The Mass Line" Under New Situation

Modern China is constructed relying on power of the “masses”, based on the Partyclosely contacting, relying on and leading the masses. From this point of view, the mass lineis formed and developed with the Party in close contact with the masses. Therefore, as for theconstruction of safeguard mechanism of “practice of the mass line”, the formation anddevelopment process of the mass line shall be considered. The ancient China attached moreimportance to people-oriented view, current CPC adheres to the basic idea of the Marxdoctrine that “the masses are the main historical creators”, which is applied to the newdemocratic revolution practice.“The mass line” is established by constant summary, all forthe masses and all by the masses; from the masses and to the masses. The first half sentenceis the concept of the masses, and the latter is methodology, which is also the unity of worldoutlook and methodology. The mass line is an important treasure for the Party and the massesto keep close relations in revolutionary years, still applied to continuous practice in socialismreform.This paper tries to discuss the construction of “guarantee mechanism for practice of themass line” on the logic premise of some party members and cadres away from the masses.Current separation from the mass line is mainly expressed in formalism, bureaucratism,hedonism and extravagance. The essence of “four winds” is the manifestation of the distortedconcept of masses. The weak concept of masses is reflected in the abuse of power; butincorrect power use makes correct concept of masses distorted. Continuous fermentation ofthe two aspects results in the party members and cadres away from the masses and damagingthe interests, and even corruption, violating Party disciplines and state laws. The partymembers and cadres shall accept the Party disciplines, and the state civil servants shall asideby the national laws, and receive the supervision from laws and regulations. Americanfamous jurist Arlington once pointed out,“absolute power means absolute corruption”, sopower must be supervised. There are various power supervision modes, and it is proved thatthe legal system and guarantee mechanism are the best choices. Therefore, to make our partymembers and cadres truly implement “practice of the mass line”, and realize due functionsand values of the mass line, corresponding guarantee mechanism must be established. Only in this way, it can be ensured that our party members and cadres can serve and work for themasses and respect people’s right for participation and be their pupils, in close contact withthe masses. This paper is divided into five parts:Part1combs the current theory research and relevant mechanism research situations ofthe mass line in academic circles, and briefly introduces the research ideas, methods, maincontents, key difficulties and innovative points.Part2surveys the mass view of classical Marxist writers and the mass line formationand development process of the CPC, and puts forward the connotations, characteristics andfunctions of “guarantee mechanism for the practice of the mass line” at the same time.Part3states the necessity of the “guarantee mechanism for practice of the mass line”.The current imperfect benefit expression mechanism of the masses, the assessmentmechanism of the party members and cadres cause that the mass view of some party membersand cadres becomes weakened, and the close contact with masses becomes distorted seriously,etc., as well as the incorrect power use, damaging the interests of masses.Part4discusses the theoretical basis for construction of the guarantee mechanism forpractice of the mass line, including the value orientation, basic principles and basic tasks,fundamental points, difficult points and key points of “guarantee mechanism for practice ofthe mass line”.Part5emphatically demonstrates the contents of “guarantee mechanism for practice ofthe mass line”, including, the long-term education mechanism for the concept of masses, thepower restriction and supervision mechanism and the orderly participation mechanism ofmasses.
