India had won its independence in 1947 and the founding of new China was in 1949. However, the border dispute was standing between China and India. With the setting of cold war, the government leaders of the Communist Party in the new China placed great emphasis on the east side. Despite India has continuously kept invading China territory and aggravating the border dispute, China still defensed on the southwest border. However, facing the changeable situation, the Chinese government preserves the strategy of putting more efforts on the east border while putting aside temporarily the issues of the southeast border in order to stabilize the order in Sino-India border from 1949 to 1965. In different historical stages, different Sino-india border policies are carried out on the specific tactical level. In the first stage(1949—1954), China carried out the Sino-India policy of putting aside the controversial problems. There are mainly two reasons. The first reason is that the new China has just been founded, which encounters the severe situation at home and abroad. Especially, the Tibet hasn’t been liberated. On one hand, the leaders of new China are not optimistic about the Sino-India border issues. On the other hand, Tibet is too far to reach for and its problem is hard to solve. The second reason is that the new China didn’t discuss the border issues during the two countries’ negotiation for the sake of winning the friendship of India and also considering it is not the right time to discuss this. The stage(1954 — 1960) which witnessed the change from the period of honeymoon to the period of continuous conflict about border dispute between the two countries. In the face of India’s invasion, the new China carried out the policy of maintaining the border’s status quo to guarantee the implementation of the above policy, in the meantime, hoped to settle the border dispute between the two countries by diplomacy but failed.During the third stage(1960—1963), which ranged from the period of fierce dispute to the period of border war, China was forced to carried out the policy of fighting back in self-defense. Considering Indian “moving forward” policy, Chinese government had done everything to stop India’s invasion, but it failed. So China had to fight back. This war had two stages, during which China won splendid victory and stopped India’s invasion temporarily but could not bring India back to the negotiation desk. The last stage(1963—1965) was after the Sino-India Border War. China stepped into the diplomacy to contend with India and intervene in South Asia dispute to reconstruct South Asia with Pakistan. China had not negotiated with India and taken the stand-offs in the Cold War. On the one hand, China revealed the truth to countries who did not know the truth. On the other hand, China strengthened the cooperation with Pakistan about reconstruction of the south Asia. During the second war between India and Pakistan, China gave Pakistan the powerful support and also beat India’s invasion. It is a meandering path for the diplomacy of the new China from the beginning in 1949 to the mature phase in 1965. Sino-India’s border policy is the miniature. China cannot realize its good wish of establishing a good relationship between two countries based on the reason the unavoidable border conflicts caused by border policy. Until now, the problem between China and India cannot be solved. However, China’s diplomacy is more mature, so the draft and implementation of the border policy will inspire the future leaders in China to solve problems with the accumulated experience. It is hoped that the border dispute will be settled reasonably through Sino-India’s corporate efforts, and the relationship between the two countries will have a bright prospect.
