In recent years, the concept of big data, which is originally an unfamiliar vocabulary, gradually grabs the public attention and quickly becomes a widespread and hotly discussed word. Big data means that all the things in the world can be expressed with data, and hence the data here is of big scale, heterogeneous, is complexly composed, comes from different sources, is scattered, and has four salient features(i.e., big quantity(high volume), diversity(variety), valuable, and fast(velocity), often referred to as the characteristics of the four "V"). The rapid development of big data makes us enter a new stage of development in the era of information revolution, and it has also brought great changes in many aspects of our production and life, work and study, educational thinking. It marks a big step on the way of understanding the world and quantifying the cognition in human history,bringing changes to the way of thinking in public security management, and promoting the safety management system and mechanism innovation.Public security management is the main job of public security agencies. The public security agencies vigorously carry out research in the science and technology of public security, thoroughly implement the strategy of strengthening police with science and technology, adhere to the rule of strengthening the police force and combat effectiveness with science and technology, carry out informatization construction of public security with the "Golden Shield Project" as its lead. Public security agencies play a critical role in striking illegal and criminal activities,upholding the order of public security, and protecting citizen’s lives and property safety, which effectively foster the formalization and construction of police force and public security management. But meanwhile, we should also notice that too much attention is put in the technical development of public security management, leaving very rare scholarly attention and academic research findings on the psychological and social science aspects of public security management.In recent years, the occurrence of a series public security incidents and events,such as the “Xinjiang July 5 beating, smashing, looting and burning incident” in 2009,the “March 23 Fujian Nanping serious student killing case” in 2010, the “June 7Fujian Xiamen bus arson case” in 2013, and the “March 1 Kunming railway station cases of violence and terrorism” and the "July 19" Shanghai Kunming Expressway burning explosion accident” in 2014, seriously affected our national political security and social stability, serious jeopardize people’s life and property safety. The Peace China Construction Project, the new development of economy and society, and people’s requirements of the public security, all solicit for the accurate cognition and management by the public security agencies. The public agencies must carefully plan for any incidents, events and disasters that may harm the public security, and effectively and efficiently resolve the issues and problems. The arrival of the era of big data opens up a new door of wisdom for the public security agencies, and accelerates the fundamental philosophical and methodological revolution and innovation in public security management.This paper firstly reviews the development history of the big data philosophy,and compares the difference between big data era and small data era. Then this paper thoroughly explores and critically discusses the epistemology and methodology of data mining and data prediction in public security management, by taking the current practices of national public security management into consideration and integrating theories and findings in the area of big data research. Lastly, this paper also provides some practical and political suggestions on how to deepen and extend the interdisciplinary research between big data and public security and how to strengthen national public security governance.
