China public product unbalanced among being in city and rural areas in recent years, the important public products and service of the rural area are supplied with insufficiently and the imbalance of supply and demand coexist, have hindered the coordinated development of the urban and rural economies seriously. But should contain and narrow the income gap expanded day by day between town and country, it is synchronous and harmonious to realize that in urban and rural areas will be developed,the more important thing is to offer the basic and secure public products to peasant.On the basic of overall development of town and country, the theory includes the public utilities theory, economic development theory and balanced development between city and rural. After introducing the present situation, with the advanced experiences of some developed counties, this thesis gives some useful countermeasures.This paper is the use of literature data and methods to carry out fieldwork research papers, review and rural public products related to government reports, statistical yearbooks and other information relevant to the understanding of theoretical knowledge and data, through field investigation Hanting District Rural Public Situation product construction, which found the problem, find solutions. The supply of public products in rural areas is not only the responsibility of local governments, but also need to adjust the market mechanism. Local government is to provide public products is most advantageous, which is the basic characteristics of public products by the decision.(三) Aiming at the above problems, the author put forward the development measures of the supply pattern of the Hanting area: clear the government supply duties, to diversify the supply; the establishment of effective demand expression mechanism and information feedback mechanism, improve the rural public product supply and demand decision system; establishing and perfecting the system of rural supervision to guarantee the effective supply of public goods. Public products non-competitive and non-exclusive determines its supply is primarily a financial problem, the basic characteristics of local public products determines its subject is to provide local governments, and the characteristics of public products in rural areas has further enhanced this that the cost of public products in rural agglomeration and spillover benefits to make county government as the main provider.The basic goal of the reform of rural public products supply is to reduce farmer burden, the ultimate goal is to the public distribution system, the establishment of a scientific and rational planning of urban and rural, to realize the harmonious development between urban and rural areas. Therefore must adhere to the equal distribution policy in urban and rural areas, breaking the two element structure, unifying urban and rural tax system, realize the integration of urban and rural public finance.
