With the deepening of China’s reform and opening up, as well as rural areas of the socialist market economic system reform develops into by leaps and bounds of the packages, the improvement of basic public service system of China’s rural grass-roots community is already imminent, Although the Central Government and State Department continue to increase the "three rural" investment and actively building the new socialist countryside, the dilemma between farmers’growing demand for basic public services and the inefficient operation of basic public service in rural areas is becoming increasingly prominent.This paper selected the rural areas of Heshun County Yising town in Shanxi Province, as the object of research, First, through field sampling investigation to collect relevant first-hand information, as well as the empirical analysis of specific, make out of basic public service satisfaction, analyze their practical needs and expectations, the next step of supply factors and order of local farmers in Yising town. Second, through field investigation interview and secondary data collection, making out of the achievements and the main problems of rural basic public services (infrastructure of irrigation and water conservancy construction, education, medical and health, sports culture, training and promotion of agricultural science and technology,social security) in the aspects of supply aggregates, content, structure and mechanism. Third, based on the above theory and practice research,putting forward the corresponding countermeasures and suggestions to improve the rural basic public services of Yising Town:increasing devoted strength; building supply structure of farmer demand oriented; improving supply mechanism; improving the accountability mechanism.
