On The Legal Protection For The Dialect

It is important that communication which is open frequent and peer for development of market economy and the rule of law to promote modernization. Then the promotion of Mandarin is important for faster and better development of the society. And of economic development,the ruling party and government leaders is need for a common language urgently. More importantly, in our region wide, population, history, culture, diversity, coupled with modern economic development started slow, very uneven economic development in various areas, economic development and cultural development, lack of coordination and a series of complex conditions, establish a unified ideology, unified values, unified cultural orientation, including unified language is necessary, even urgently needed. In such an environment background, dialect endemic culture logo caught in a dilemma, dialect seems to be the dregs of society development and started showing a tendency to fade away quickly. Contrary to this, dialect as the language variants, whether it is a language in itself, or as an important part of culture, dialect is provided with irreplaceable value. Language is the soul of a nation’s culture, without the language, how to maintain relationships between people? The essence of language is a social relationship between people, and the dialect is reflected in some kind of social relations between certain geographic area which is unique.Culture consistency is required to some extent, but the essence of culture is difference with other culture, not consistent. In the blind pursuit of rapid economic development and culture is increasingly prominent short board today, thinking about their own cultural issues is particularly important. Otherwise, social development in the future, our culture is not only the lack of development itself, cultural lag restricts the rapid economic development in turn. Since the early stages of economic modernization did not pay due attention to the culture,lead to loss of cultural elements rapidly, when Europe and other developed countries, the economic development synchronized with "cultural development",We can do it only "cultural preservation", why this is a question worth pondering? Why we will not be able to combine economic modernization with cultural modernization, synchronized with each other and common development? Dialect contains rich Chinese cultural elements,it is the carrier of local culture,it reflects local cultural identity and diversity.The value of dialect, not only includes language value, cultural value, emotional value, and its existence is the embodiment of the value pluralism. Disappearing of dialect not only means the loss of culture of dialect,but leads to literary studies, literature,cultural archaeology, sketch, folk opera,film and television, variety shows, especially the Chinese Opera and other cultural phenomena withered. That being the case,we should be protected against dialect.Further, the protection for the dialect of the most fundamental and most institutional protection is inseparable from the legal. But from our point of view the current law, to the "People’s Republic of China Common Language Law" is a typical,the law does not give proper legal status dialect, and involves the legal protection of dialects.It should be emphasized, it is not opposite but mutually reinforcing the relation between Mandarin and dialects. On the other hand, the relationship between law and dialects are not incompatible and there are many coincides and exhibit many consistencies, they can be integrated with each other so that even mutual promotion. In this sense, dialect law protects both the possibility of having the feasibility.As a supplement, Status conditions and the promotion of Mandarin and Mandarin dialects beginning changes immensely today——Mandarin has been basically achieved the purpose of promotion,our level of economic development has made a qualitative leap. In emphasizing regain their cultural elements today that we have the ability and need to promote the traditional culture to heritage to develop to carry forward, so protect dialects will be an unavoidable topic.In view of this, we should actively promote the protection of dialect,should be protected by law how dialect and how to better protect especially. It seems the author, this is not only the respect and protection of local culture,it is also the recognition and respect for the laws of their own value and a question solved well in promoting the process of modernization of the rule of law. Finally, this protection is not just for the protection of the cultural elements of the dialect, but also the ultimate expression of caring and respect for each individual and even human life.
