This paper targets the plight for the election system of National People’s Congress in modern society, and locates the problems existing in the country’s current election system by conducting an analysis of the present election system of NPC of People’s Republic of China. For instance, voters do not actively participate; there is a lack of competition between candidates; and candidates’ speeches tend to be formalistic. Faced with these problems, the author intends to improve the country’s competitive election system, and solve the dilemma in the election system facing NPC to adapt to the development of civil society.On legal study of west countries’ campaign system with which China’s election system is compared, the author proposes that proper competition is bounded to lie in the election system. Competitive election is a necessity for a democratic society. It is an important guarantee on achieving civilian’s benefits under the market economy..In addition, elaborating on the basis of China’s special national conditions, the author implemented analysis and argument on the requirements for the country to conduct competitive election system respectfully from three aspects: the legal basis, legal provisions and the public opinion foundation.The author stated that relevant laws and regulations in present provide space for China’s implementation of competitive elections. Meanwhile, competitive election system has begun to grow in civil society.At last, integrating above discussion, the author demonstrated specific proposals for improving the competitive election system of National People’s Congress of People’s Republic of China: improving the demarcation of constituencies, expanding the scale of direct election, perfecting the nomination of candidates and the presentation regulation, and regulating the individual election mechanism for citizens. Furthermore, the author also suggested relevant regulatory measurements for potential issues triggered by the competitive election system.
