Study Of The Alienation In The Function Transformation Of Grassroots-government And Countermeasures

This paper takes the alienation phenomenon in the process of grassroots-government functions transformation as the research object, under the functional change of local government in the transition period background, firstly on the basis of previous research, the grassroots-government in the transformation of government functions in the process of the alienation phenomenon of some outstanding performance in the analysis. After of grass-roots government functions of alienation phenomenon from the perspective of the theory of people’s sovereignty, the party’s aim theory and governance theory of multidimensional perspective, and expounds the this alienation brought about adverse effects, mainly reflected in the decline in the credibility of local government, weakening the grass-roots government’s public service functions, is not conducive to the harmonious relationship between cadres and masses. In this paper, the cause to this kind of alienation phenomenon from three aspects of concept, system and mechanism are analyzed, public opinion expression mechanism, supervision mechanism, and democratic consultation mechanism is not perfect and the administrative rights and financial rights imbalance together constitute the phenomenon of alienation. Finally, aiming at the phenomenon of alienation of the three reasons, this paper from the transformation of the concept of governance,improve government management system and mechanism, and transformation of government functions in three aspects gives the solution for, by combining with the analysis of his country in the process of the transformation of the government compared to the same period of the obtained better government at the grass-roots level and mode of development, to promote local government functions better performance and our country democracy at the grassroots level autonomy better development.
