The gradual building of social market economy in China and the development of globalizational economy have brought us large social changes. The changes bring ahout many contradictions and problems as well as stimulate our society. In order to propel the reformation further, the Party Central Committee puts forward the great goal that we should build harmonious society, which produces large challenges to Chinese traditional government management and government's function system. To face diversified new challenges, the only outlet for China is to change government's functions and found public-service government. Decentralization administration concept, the diversification of governance subjects, cooperation consciousness and public service marketing which is emphasized by jumped-up public governance theory will provide a new angle for Chinese government to conquer the corner of function circling in government system and further deepening function reform. The earthy choice for China to realization the transformation of government's function is to found right social organization and make the civil society to be the undertaker of some government's function which is separated from government.In this paper, the author analyses some governance theories which are popular in western countries recently., reviews the historical process and achievements of changing government's functions in China, and raises the problems that we should face in the process in the future.. Based on some related theories and the special historical background, the author projects the goals of changing government's function in China and the ways of how to realize the change with extricating from the difficult position in the course of changing government's function. If this paper could do something good to the change of government's function, the author would be honored.
