The reform of political system in China has caused the power transfer,the development of the society also promotes the change of social structure,right in the field of economic and social development under the background of nongovernmental organizations(ngos)arises at the historic moment,vigorous development in the social rationality of the social environment.The development of the political system and the development of non-governmental organizations are inevitable.Ngos supplement of government functions,to a certain extent,support the transformation of government function,make up for the deficiency of the government function,helps to cultivate civil society,to overcome the government legitimacy crisis,communication dialogue,government and citizen concern for vulnerable groups,provide social services.Development of non-governmental organization has two sides,on the one hand,are government organizations under certain social management functions,is a new type of social management main body,in charity,public service makes up for the government failure,the change in social governance concept,help to optimize social development;On the other hand,non-governmental organizations,as one of the main bodies of society,have to engage in activities under the supervision of the government.Due to the characteristics of non-governmental organizations,it is difficult to manage the government.In particular,rural grassroots ngos cannot obtain legal status for various reasons,and are active in rural areas ba sed on social legitimacy.Established ngos number,categories,give priority to with spontaneous,most rural ngos lack of stability of organizational structure,management is relatively loose,and the government policy restrictions on non-governmental organizations,make the most of the rural grassroots ngos lack of legitimacy.Based on 122 administrative villages in Tongdao county of Hunan province as the research object,in an overview of the rural grassroots ngos and other basic concepts and the basis of the theory of governance theory,and the theory of civil society,with the core,non-governmental organization governance from rural grassroots ngos governance structure and governance policies,this paper first using the method of field investigation in classifying the rural nongovernmental organizations(ngos),and combining with the data of field survey analyzed the problems of rural grassroots ngos governance,the legal issues such as organization,governance boundary fuzzy problems,lack of governance space,organization governance issues.Again,in-depth analysis of the influence factors of Hunan province rural grassroots ngos governance issues,especially from the Angle of government governance,discusses the organization of examination and approval system,organization,resource limitations and related influence factors.Has been clear about the rural grassroots ngos governance problems and causes of problems,summarize the main practice and experience of foreign ngos governance,induces the foreign ngos governance measures enlightenment to our country,finally,puts forward how to perfect the rural grass-roots governance,non-governmental organizations in Hunan province will not only improve the management of government regulation,optimize the organization development from the perspective of governance for non-governmental organizations to provide good legal regulation and governance space,improve the organizational structure,establish a diversified financing system,perfect the function orientation,improving personnel quality.Based on the theory of governance,civil society theory and social network analysis theory put forward the corresponding solution countermeasure,the development of non-governmental organizations in our province to provide t he certain reality guiding sense.
