The population aging in our country has deepened, at the same time the number of Empty nesters has become bigger, Empty-nesters’ pension problem has become the focus of social attention. Chongqing,the municipality directly under the central government in China, the degree of aging in Chongqing is not only higher than the national average,but also higher than the other three municipalities directly under the central government, the number of empty nesters in Chongqing has increased year by year. This article made a sampling survey of empty nesters not only in Yubei District,Jiangbei District Yuzhong district,but also did a survey of a pension agency in Chongqing.The content of Survey includs the empty nesters’ economic, health, health care, life satisfaction, pension demand and desire, etc. After that,the author found the exist empty-nesters’ pension problem in chongqing were:the empty-nesters who are home-based care for the aged lacking of day care services;the pension service system of spirit,community and the institution are not perfect; the legal system is imperfect; the protection of the policy and capital is inadequate; social, family, individual have negative psychology. To solve these problems, drawing lessons from successful experience and previous research results at home and abroad, put forword the following advises in the pespective of “active aging”: improve the medical service system and spirit of pension service system; improve the empty-nesters’ economic conditions; improve the empty-nesters’ quality of day care service; improve the laws and regulations system and the institutions pension service system;innovate endowment pattern; establish a unified information system; promote social participation of "empty-nesters " from the level of understanding and practice.
