Research On Community Management Problems And Countermeasures Of Leyu Town Zhangjiagang City

With rapid development and advancement of economic and social reform of our country, the fast-improving economy brings great achievements of community construction. However, as the complexity of community resident need makes original defects of community administration prominent, its system and approach can hardly catch up with the pace of the change of times. Therefore, the constant development of community demarcation, community function and community service is asked for during the community administration.Based on relevant theories of community and community administration, this essay mainly conduct a deep research on present status, defects and solution of the administration of Leyu Town community. Research result shows that the present status of Leyu Town community is comparative in good shape, the relationships among government, autonomous organization and social organization are improved; the administration function is partially transferred to social force by purchasing service; the number of social organization of the community platform is increasing; the autonomous consciousness of community resident is enhanced. However, research result also shows that still, there are certain shortages and defects compared with communities in advanced areas home and abroad. such as the imperfection of community assessment and incentive system; lacing of supervising system; uncertainty of community function; hardware and infrastructure instrument shortage; non-professional administration personnel.The main causes of such defects are as following:imperfection of social system reform leading to the imperfection of community administration system; lacking of strong sense of community participation in community management and imperfection of community autonomy organization development leading to non-clear community management function; Community resource shortage leading to shortage of community administration hardware and infrastructure instrument; imperfection of community management personnel recruitment and training mechanism resulting in a lack of professional management personnel.Through the investigation and study analysis, this essay puts forward several improvement solutions for Leyu Town community administration:firstly, clarify the administration responsibility of government and the community residents committees; secondly is to further optimize the community service functions; thirdly, mobilize all aspects resources to service community administration; Fourthly, improve the quality of community management personnel.
